Symptoms
On : 11.12.1.0.0 version, Close Accounting Period-Close Ledgers
When attempting to Generate revaluations, the following error occurs.

The process ends in warning with the message:
Revalued Account Ranges:
From Account To Account
7828-RVBS 2017 7828-RVBS 2017
....
No revaluation journal entries were created.
No foreign currency balances exist for the account ranges specified.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have a Revaluation Rule Set.
2. Run Generate Revaluation.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot properly generate revaluations, when there are balances on the respective accounts.
