Symptoms

ACTUAL BEHAVIOR
---------------
Prime tenant has two new workspaces for Production and Non-Production (in addition to the default workspaces already in existence). These new workspaces are duplicates.

EXPECTED BEHAVIOR
-----------------------
Expect to not have duplicate workspaces.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Prime.
2. Note duplicate workspaces.
