Unable To Upload Zip Files Into Webcenter With Custom Job Role

The customer is implementation a requirement in which they want to have a group of users whose sole privileges are to upload a zip file which consists of a csv file that has Service Request records to be created or updated. The zip file works, as they been able to upload it with a user with delivered Sales Administrator job role, but when they tried with a user with a custom job role, the following error occurred.
WebCenter Utility command prompt:
call upload.bat --primaryFile="C:\Users\Documents\Partner C\SERVICE_REQUEST_PARTNER_C.zip" --dDocTitle="JSSRs" --dDocName="JSSRs" --dDocAccount=crm/serviceRequest/import
IdcClientException Caught ...
oracle.stellent.ridc.protocol.ServiceException: Content item 'JSSRs' was not successfully checked in. User 'CustomImport' does not have sufficient privileges.
