Pick List Field Is Updated With Value Not Present In The List

Symptoms

Using W/S 2.0 API to update Activity record type customized picklist field.
In the SOAP request, a value 'Email Clicked' is not exactly matching to any picklist field values.
However, the update request is successful, and activity picklist field is updated with 'Email Clicked-Through'.
And 'Email Clicked-Through' is a valid picklist value for the picklist field.

Verified the issue in the customer's instance.
Found the below scenarios:
1. Update successfully if input value is partly matching the unique picklist value, e.g. 'Email Clicked' partly matches to 'Email Clicked-Through', and 'Email Clicked-Through' is the unique value started with 'Email Clicked'.
2. Update failed if input value is not uniquely matching. e.g. 'Email' partly matches to multiple picklist values 'Email Sent' 'Email Clicked-Through' and 'Email Opened'.
3. Update failed if input value is not matching at all, e.g. 'Email Clied' there is not picklist value starts with it.
4. Verified the input value cannot be matched from right to left, but only left right. e.g. 'Email Sent' is the only value ended with 'Sent', but input value 'Sent' is not allowed for update.
