Unable to update employee record with multiple payrolls assigned

We are not able to update employee record who has multiple payrolls assigned. It throws the below error when we click Submit the transaction.
Facing this issue only in Production, but its working fine in Test Env though the configuration remains same in both the instances.

Changes that took place in the last period that could led to the situation: Data Migration took place
cause: The message, PAY-PAY_REG_PAYROLL_PRIMARY_FLAG, can not be accessed.
Action: Report this problem to an administrator

The issue can be reproduced at will with the following steps:
1. trying a Manager change action on employee zzzz;
2. error message is received.
