Error: "The combination of Region, Site, Function/Plant is invalid" and Cannot Create Project in Instantis EnterpriseTrack (Doc ID 2348799.1)

Symptoms

When attempting to quick create a project, after enabling a new org hierarchy level, adding values to new level, and creating a new Hierarchical Relationship with the additional level included the following error occurs.

ERROR
"The combination of Region, Site, Function/Plant is invalid"

STEPS

1. Access as User with permission to Quick Create a project
2. Select Quick Create, populate all required fields
3. For Org Hierarchy, use one that was create in the NEW Hierarchical Relationship
   Result: Error displays
4. Again select the first three in the Org Hierarchy (on the OLD Hierarchical Relationship)
   Result: Error displays

Changes

1. Upgrade to the 17.x Version Series
2. Enable 4th and or 5th level of hierarchy level
3. Create list for added hierarchy level
4. Create new Rows in the Hierarchy Relationship Table
5. Attempt to create Project with newly created row in Hierarchy Relationship Table
