Using Budgetary Control For 2018 (Doc ID 2349221.1)

Goal

Reference to Oracle Support document- Turning On Budgetary Control or Encumbrance Accounting for Existing Oracle Fusion Applications Implementations (Doc ID 1933757.1).

There was defined Oracle Fusion Control Budget in year 2015, due to some reason there was not used it and 2015 budget periods are still Open.
In 2016 & 2017 there was used GL-Budget Scenarios for budget balances reporting through FRS tool.

Now the request is to use Control Budget in 2018 with Advisory option.

- Can be defined new Control Budget and upload 2018 budget amounts without closing 2015 period?
