Using Budgetary Control For 2018

Reference to Oracle Support document- Turning On Budgetary Control or Encumbrance Accounting for Existing Oracle Fusion Applications Implementations (Doc ID 1933757.1).
Since we defined Oracle Fusion Control Budget in year 2015, due to some reason we didn’t use it and 2015 budget periods are still Open.
In 2016 & 2017 we used GL-Budget Scenarios for budget balances reporting through FRS tool.
Now we wanted to use Control Budget in 2018 with Advisory option, please let us know how to move forward.
- Can we define new Control Budget and upload 2018 budget amounts without closing 2015 period.
Furthermore, as stated in the referred document can you please arrange training session ASAP.
