Symptoms

When Deploying Rules from Manage Requisition Approvals UI getting below error 

Error
Rule {RULE_NAME} in participant {PARTICIPANT}: Action number {ACTION_NUMBER} references a worker that is not a valid worker for rule actions. (POR-2010772)


Steps
The issue can be reproduced at will with the following steps:
1. Login into Fusion Applications

2. Navigate > Setup and Maintenance > Search Task Manage Requisition Approvals

3. Click on Deploy
