Fusion Global HR: Autoprovisioning Job For Partner Contacts Is Not Working

Symptoms

ACTUAL BEHAVIOR
---------------
Partner Contact User is not provisioned with roles when Partner contact user is loaded via File Based Import

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Section-1)

a)
Use File Based Import (with create user flag set to Yes)
Loaded Partner Contacts
Imported completed successfully
Created Partner Contact User

b)
Then ran ESS job
ESS job: Autoprovision Roles for All Users
Process ID: number

completed normal

c) This did not provision roles to Partner Contact User

d) Consider

user Login: user name
First Name: First Name
Last Name: Last name


Navigate to Security Console
Query the user
user Login: username
Review the roles

No roles are created
