Unable To Download UCM Files

Information in this document applies to any platform.
Customer are getting the below error while trying to load the data into On-premise BI environment from UCM of Fusion HCM cloud.
Http status: HTTP/1.1 401 Unauthorized
Steps to reproduce:
1. customer use a human user account to connect to fusion UCM by ftp
customer got 401 error
(the same user account can login to fusion application through SSO)
Enabled federation SSO
