Symptoms

When attempting to view and edit item attributes for which the customer has defined view and edit privileges, the following issue occurs.

-- Issue
The user that has been assigned these view and edit privileges is not able to view or edit the values defined within the item attributes

-- Expected Behavior
Expect to be able to view and edit the values defined for these item attributes

 -- Steps
The issue can be reproduced at will with the following steps.
1. Create Item Attribute Group and Attributes
2. Create View and Edit Privileges for this Attribute Group and Attributes
3. Create and Item with and Admin User and provide values fro the Attributes
4. Query the Item within the User who has been assigned the View and Edit Privileges -> User cannot View or Edit the Values defined for the Attributes
