Extract fetching past, current, future data, irrespective of effective date passed while running the extract

On : 11.12.1.0.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
The requirement is of fetching past, current, future data(for below mentioned list of columns) in extract, irrespective of effective date passed while running extract.

The need is to start with SALARY column first.

Business Scenario(Currently mentioning only for SALARY column since this is priority):
There is a change in SALARY of employee and it is future dated change e.g. 01 Oct 2017. The change is saved in system.
Now if the extract is run on today's date i.e. 19-Sep-2017, we want to view above change in the output of extract.

Please let us know whether this is possible and the way of doing it if its possible.

Please note that there are other column too(after SALARY) on which similar inputs would be required later.
But initially we need to test SALARY on priority basis and reply our business with updates.

SALARY, HRSWORKED, COSTCTR, DEPT, JOB, LOCATION, MANAGER, SEVERANCE, EMPCLASSIFICATION, EMPSTATUS, WRKHRSDIRECTIVE, SERVICEDATES, ENTITLEMENTS, NOTICEPERIOD,
CARCAT, CONTRACTENTITLEMENTS, OUTOFHOURS, POPULATION MARKERS, MARITALSTATUS, CARDETAILS, EMPNAME, PERSONALDETS, DEPENDENTS, ADDRESS, CONTACTNUMBERS, EMAIL ADDRESS,
ALLOWANCES, PROBATION, MONTHLYPAID, TERMINATION, PASSPORT, PRIMARYNATIONALID, SOCIALSECURITY, PRIMARYNATIONALIDTYP, HEALTHCARD, PERSONTYPE, REGTEMP, COLLAGREE

Please suggest on SALARY column on priority and then later once this works fine, we can continue with other columns.

Fetching past, current, future data (for above mentioned list of columns) in extract, irrespective of effective date passed while running extract.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. there is a change in SALARY of employee and it is future dated change e.g. 01 Oct 2017 > Change saved in system;
2. if the extract is run on today's date i.e. 19-Sep-2017, we want to view bellow change in the output of extract:
fetching past, current,future data (for above mentioned list of columns) in extract, irrespective of effective date passed while running extract (this should start with SALARY column first).
