Can Not Receive Notification When Approver Reject An Approval Process

We have created a payroll flow which duplicated the flow Global Simplified Payroll Cycle and only remained three tasks, namely, payroll calculation, the result verification and reports verification.
The payroll flow has three tasks: payroll calculation (an auto task assigned to payroll_view_all users), verify payroll calculation result (assigned to worker 103XX) and verify payroll reports (assigned to worker 103YY).
Here is the problem: when worker 103XX approves the task 2 while worker 103YY rejects the task 3, worker 103XX won't receive any notification about worker 103YY's rejection. Also, the initiator of the flow also has no notification about the rejection.
In the checklist page of this payroll flow, the last task only shows skipped and the whole flow shows completed 100%.
Here are our steps:
1)log in as worker 103XX---submit the payroll flow---make sure the task payroll calculation task completes---log out
2)log in as worker 103XX---click "approve" in the notification---log out
3)log in as worker 103YY---click "reject" in the notification---log out
4)log in as worker 103XX----check notification---nothing about the rejection
5)log in as sysadmin---check notification---nothing about the rejection---payroll checklist---check the payroll flow---the task verify payroll reports shows skipped
We hope to get this issue solved as soon as possible for our UAT is approaching soon.
