No access to the Project Costing task in employees profiles / employee is having Multiple Costings

On : 11.12.1.0.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
Can not access the project costing task in some employees profiles.

For some employees we want to change and update the project costing and unfortunately we can not access the project costing task in these employees profiles, for some employees it works fine and for some it's not working.

ERROR

Gateway Timeout

The proxy server did not receive a timely response from the upstream server.

EXPECTED BEHAVIOR
-----------------------
Being able to change and update the project costing for employees without facing error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. trying to change and update the project costing for employees;
2. error is received.

Alternative tried > but obtain same results:
a. Navigator -> Accounting Distribution
b. Click Menu on right hand side -> Manage Costing for Persons
c. Select "Legislative Data Group" and "Person Number" and click search. This should show a list of one (or more) Payroll Relationships.
Action: Could you give us screenshot of the above search page with results ?
d. Click on a payroll relationship. This should take you to the same "Manage Costing for a Person" page.

The issue was raised in a previous SR > also the query now is showing that the employee is having Multiple Costings, please do the same solutions. We tried HDL and PBL to remove the costing but it didn't work.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, unable to calculate Payroll for employees in this situation.
For every employee who is having more the one Costing Allocation center will get the same errors.
