Why is the user unable to add new contents to an existing offer?

While going to Offerings -- > Select offer you want to modify -- > Definition -- > Edit -- > Activities -- > Create -- > Offering Content, the application is showing few contents instead of all contents existing in "Manage Catalog Resources".
