Inventory transactions are not visible in Costing, even after running the transfer and cost processor

Symptoms
Inventory transaction completed, but not processed by Costing. Unable to see the transaction in Review Item Costs and review cost accounting distributions
Ran the programs Transfer transactions from Inventory to Costing, and create cost accounting distributions
After that, the Costed Flag in the inventory transaction shows as 'Interfaced to costing', meaning that the transaction was transferred to Costing. However, the transaction still does not show up in Costing.
