No attachment feature available while adding Contact

Customer concern to have a option for attaching a file while adding a contact using Employee Self Service
(Navigation >About me > Personal Information > Contact > Add/Edit).

This feature is required as the adding/updating of contacts will be approved by the HR and they cannot approve without seeing a document of proof.
