Data Warehouse ETL Executed From The Analytics Administration Application Moves To A Queued Status But Never Runs

When attempting to execute an ETL from the Analytics Administration application for moving data into Data Warehouse for usage of Primavera Analytics, the status moves into a "queued" state but never runs.
When attempting to execute an ETL from the Analytics Administration application for moving data into Data Warehouse for usage of Primavera Analytics, the status should move into a queued to running state.
The issue can be reproduced at will with the following steps:
- Connect to the Analytics Administration Application (https://nyuhospitals-dev-primavera.oracleindustry.com/p6rdb)
- Select the associated data source you are wish to run an ETL (for example, staretl2 for Unifier source)
- Click RunETL
- Select the Home link and note the status stays in queued indefinitely.
- Additionally, select the datasource link (for example, staretl2) > status and note that there is no new entry for a running ETL process
