Newly Created User Stuck at Provisioning When Adding Unifier User in OIM

A Cloud Administrator attempted to create two new users in Oracle Identity Manager (OIM) and then Provision them to the Unifier Production environment. The status is stuck at Provisioning, the provisioning failed, or the user creation failed.
