WBS "Move Up" and "Move Down" Actions are disabled (Doc ID 2354280.1)

Symptoms

ACTUAL BEHAVIOR

Users are not able to move a WBS, although their security profile permits them to "add/edit WBS except financials".  The Move Up and Move Down options are greyed out and cannot be selected within the gear icon menu.

EXPECTED BEHAVIOR

The Move Up and Move Down options should be available and allow users to move the WBS.
