Symptoms

User's database instance shows to be in "Maintenance" mode after attempting to start and fails to start.

User tried ssh'ing to instances's VM but fails with Network error: Connection timed out.

From activity log we can see this message during start failure: "Failed to establish SSH connectivity to VM(s) after 56 minutes".
