Why doesn't the benefits extract include COBRA information?

COBRA is an integral part of managing benefits within any benefits system. There is an extract that already exists to retrieve benefits information. However, when wanting to extract the same information for COBRA eligible employees there is not an extract. In talking with our benefits aggregator and our implementation partner we basically have to recreate the exact extract that is currently provided just to add 2 extra identifiers for COBRA employees. Please help me understand why this is not part of the benefits module and what needs to be done to get this included.
