OAC-Essbase: After Creating an OAC-Essbase Instance, Cannot Log In, Error "The client timed out waiting to connect to Essbase Agent. Check your network connections, host and port values, and that Essbase is started." (Doc ID 2356391.1)

Symptoms

After creating an OAC-Essbase instance, the login page comes up successfully.  After logging in, any request fails with:

"The client timed out waiting to connect to Essbase Agent. Check your network connections, host and port values, and that Essbase is started."

Also, trying to import a template, the following error occurs:

"Cannot set olap application state. Essbase Error(1042006): Network error Connection timed out"
