SSO: Certificate download fails with "Access Denied" Error (Doc ID 2356734.1)

Even with the proper functional permission of "Manage SSO Configuration" (see Changes section below), following the steps in the Doc ID 2041378.1 attachment to download a previously uploaded SSO self-serve certificate fails with an  Access Denied  error.

The certificate location for the download attempt is:  Configuration > SSO Configuration > Identity Provider Configuration > SmartOrg Configuration or Career Section Configuration


 Required user permission:   Functional Permissions: Functional Domains > Configuration > Security Management > Manage SSO configuration
