Bell Notifications do not pop up for Tasks

Qn1: Customer would like to customize notification via notification list in the SUI. Even though the notification are enabled, notifications are not shown in the task list in the SUI via the bell symbol.
No notification are shown at all. How do we get the bell notifications to pop up?
a) The notification pops up only if do a new login with the user. The user is not notified when working in the environment, he has to log out and log back in in order to see the bell notification. Is that normal? How to get the notification while working without logging in new?
b)Also there is no drill down into the activity. Without this, the functionality is not usable.
Is there any way to activate the drilldown?
