Customer can't see the error when they run file import and fails

Error 403--Forbidden
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
10.4.4 403 Forbidden

The issue can be reproduced at will with the following steps:
1. Login to OSC
2. Navigate Manage File Import Activity
3. Pick any job and try to download attachments
4. Getting an error

Business impact not provided. However, based on priority of the issue, the business impact seems minimal.
