Inconsistency Between Configuration and Reconfiguration When Clicking Through Multi-node Configuration Flows

Symptoms
There is an inconsistency between configure and reconfigure in the way multiple config nodes behave, when it comes to attribute value retention.
Steps to reproduce:
- Create a config flow with multiple nodes.
- Create a quote and add product from this config flow.
- In the start node, make some changes and go to the next node.
- Make changes on second node and click "Back" or "Previous" button to go back to the start node.
- Make no change and click "Next" to go to the second node.
- The changes made in step 4 are not saved.
- Save the configuration and add to quote.
- Click "Reconfigure" to enter configuration again.
- Make changes in the start node and click next to go to the next node
- Make changes in the second node and click "Back" or "Previous" button to go back to the start node.
- Make no change and click "Next" to go to the second node.
- The change in step 10 is preserved.
Changes
No change was made on the site. The inconsistency has always existed.
