Error In Importing Product Group Association With Product Items

On : 188.8.131.52.0 version, Sales, Sales Catalog
When running an import for Product Group association with Product Items, an error message is displayed as below:
"The value of the attribute INVENTORY_ITEM_ID is not valid. A matching record of type Item cannot be found using the value of the attribute ItemNumber that you provided. (MKT-285218) Cause: No record exists with the specified user key value. Action: Verify that the record with the specified user key exists. If it does not exist, then remove the record from the data file, or update the record with a valid user key."
The issue has the following business impact:
Due to this issue, users cannot associate the product groups to the items using the import process.
