"Incorrect Username or Password" Error When Logging into Oracle Cloud Environment With SSO Login

Information in this document applies to any platform.
A percentage of (<20%) of all users with Single Sign On (SSO) accounts could not log into the Unifier Cloud Environment where SAML had been implemented.
When attempting to login, they receive the following Error:
Oracle Access Manager
"Username and Password were validated correctly, the users are able to log into JDE correctly. Error - An Incorrect Username or Password was Specified".
