Error: 'Incorrect Username or Password' When Logging Into Oracle Cloud Environment With SSO Login

Information in this document applies to any platform.
Some users with Single Sign On (SSO) accounts are unable to log into the Unifier Cloud Environment where SAML SSO has been implemented.
When attempting to login, they receive the following Error:
Oracle Access Manager:
"Username and Password were validated correctly, the users are able to log into JDE correctly. Error - An Incorrect Username or Password was Specified".
