Symptoms

PROBLEM STATEMENT
=================
Added Input validation Formula in Manage Rate Definition Screen, When attempting to add new salary we are not getting warning message even though when we hardcoded the values for the FF.

STEPS TO REPRODUCE
==================
A. Create the following Standard Earnings Element
Monthly Salary Rate-US -> Amount
Employee Base Salary US with Override option -> Factor
Employee Sales commission for US with override -> Factor

B. Create Element Input Validation FF
formula_message = 'Value Exceeds'
formula_status = 'E'
return formula_message, formula_status

C. Create Manage Rate Definitions
1)
Name: Monthly Salary Rate-US
Category : Element
Effective Start Date : 1-Jan-2000
Legislative Data Group HCm11 LDG
Storage Type : Amount
Element Name :Monthly Salary Rate-US
Return FTE Rate is checked

2) Name: Employee Sales commission for US with override
Category : Element
Effective Start Date : 1-Jan-2000
Legislative Data Group HCM11 LDG
Storage Type : Factor
Element Name : Employee Sales commission for US with override
Override and Defaulting Rules Tab
Check Override Allowed
Validation Formula : Element Input Validation
Rate Contributor
Contributor Type : Rate Definition
Contributor Name: Monthly Salary Rate-US
Periodicity : Calendar Month
Add or Subtract :Add

3) Name: Employee Base Salary US with Override option
Category : Element
Effective Start Date : 1-Jan-2000

E. Enter Salary for Employee Emp_CMP03a
Monthly Salary Rate-US : 100000
Employee Base Salary US with Override option: 5
Employee Sales commission for US with override : 6
Continue and submit

Element Input validation FF is not triggering

EXPECTED BEHAVIOR
=================
Individual rate factor should not go above 100 % and combination of Rate factor should not go above 100 %
