On : 11.13.17.11.0 version, .Manage Compensation

ACTUAL BEHAVIOR
---------------
The Grade Rates are not synchronizing when running the Synchronize Grade Step Rates process.

EXPECTED BEHAVIOR
-----------------------
The Grade Rates should synchronize when running this processes.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the Grade Step Rates
2. Run the Synchronize Grade Step Rates process.
3. Check the employees and see that the rates are not being updated.

BUSINESS IMPACT
-----------------------
This is not allowing for the new rates to be updated.
