Enrich Contact Action Button missing after R13 upgrade

On :  NA version, Accounts, Contacts, Households

ACTUAL BEHAVIOR

After R13 upgrade there are several defects in the Contact object:

1. Contact Edit Page - Subtabs (Profile, Leads, Opportunities, Activities, Team) are missing 'Enrich Contact' as an Action
2. Contact List Page - Missing Action button
3. Contact Overview Page - Missing 'Enrich Contact' action

EXPECTED BEHAVIOR

All buttons should be there to Enrich Contacts

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Contacts
2. List Page in missing the Action button
3. Open a Contact
4. Missing 'Enrich Contact' action on Overview Page
5. Edit the Contact
6. Enrich Contact Action is missing from the Profile, Leads, Opportunities, Activities, Team subtabs

BUSINESS IMPACT

Due to this issue, users cannot use actions or Enrich Contact.
