Unable to Connect to the Database in PVD Using Direct Connection After Upgrading to 18.1

Information in this document applies to any platform.
When attempting to P6 Professional via PVD, the following error occurs.
Unable to connect to the database, Please run the Database Configuration tool or contact your administrator.
The issue can be reproduced at will with the following steps:
1. Launch P6 Professional via PVD.
2. Attempt to login.
