Symptoms

On : 11.12.1.0.0 version, Data Quality, Customer Hub

ACTUAL BEHAVIOR
---------------
When creating a Customer from Parties UI where the Organization Name is exactly the same as an existing Organization Name (Laurie) the possible duplicates screen pops up
When creating a Customer from Parties UI where the Organization Name (Laur) is nearly the same as an existing Organization Name (Laurie) the possible duplicates screen does not pop up and the customer is created
This does work as expected from Customers UI

EXPECTED BEHAVIOR

Customers should not be created if they are like an existing Customer

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Parties
2. Create Organization like "Laurie"
3. Customer is created
4. Create another Organization like "Laur"
5. The possible duplicate screen does not show, Account is created.
6. Create Customer like "Laur" on Customers UI
7. Possible duplicates screen pops up
