Cannot find the custom field groups from Account object after upgrading to Release 13 (Doc ID 2359349.1)

On R12, customer has created multiple field groups for the Accounts page layout.

Recently, they have upgraded to R13 and they do not have access to those field groups - UI or Application Composer.
