Oracle Cloud Instance Boot Log Reports "Device ethX does not seem to be present, delaying initialization" Error

Symptoms
The boot log of an Oracle Cloud instance shows the below messages
Determining IP information for eth0... done.
[ OK ]
Bringing up interface eth1: Device "eth1" does not exist.
Device eth1 does not seem to be present, delaying initialization.
[FAILED]
Bringing up interface eth2: Device "eth2" does not exist.
Device eth2 does not seem to be present, delaying initialization.
[FAILED]
Also, the MAC address of the interfaces are observed to change every time an instance is stopped/started.
