Symptoms
On : 11.12.1.0.0 version, Billing - Transactions
When trying to credit a migrated invoice in receivables we are getting the error message "User-Defined exception has occurred which causes tax calculation to fail"
We believe this may be due to the transaction date being earlier than the date of the Tax Rule which is 2010. The start date is a field that cannot be updated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. import AR invoice with transaction date in 2008
2. define tax configuration start date in 2010
3. credit the AR invoice
4. get error

The issue has the following business impact:
Due to this issue, users cannot credit old invoices
