Custom object: Contact is added as a sub-tab, but when clicking on 'Add', there is no 'Create' contact button in the picker

Customer has a custom object on which they have Contacts added as a sub-tab. Whenever they click the 'Add' button, the Contact picker screen is shown for them but here they cannot create new records; they can only choose existent ones.
As a note: the same functionality exists though when adding a Contact to an Account.
