Reference Group Error Trying To Setup Transaction Tax Rate Or Withholding Tax Rate (Doc ID 2360150.1)

Getting below error while creating a new transact tax rate or withholding tax rate.

"Reference Group required for set-enabled Lookup Types"

Also when adding tax rates via Rapid Implementation Spreadsheet, system is not added the tax rates to the tax classification lookup codes.

STEPS TO REPRODUCE

- Navigate to 'Manage Tax Rates and Recovery Rates' setup task

- Ceate and save a new Transaction Tax Rate or Withholding Tax Rate.

- Save the tax rate and error occurs
