Remove Shipping Surcharge From The Total Order Calculation

Information in this document applies to any platform.
The 'Using Oracle Commerce Cloud Service' documentation includes a section on 'Configure shipping surcharges', where it generally notes that a shippingSurcharge can be added to each individual item. For example 2 Kayak's would result in a $50 shippingSurcharge ($25x2=$50). Unlike a shipping tax, which is calculated by an external shipping processor, shippingSurcharges are applied per item. A good example is a bulkier item like a Kayak.

Some customers may have a business requirement to,
1) Determine the maximum of all the shippingSurcharge's
2) Then use that maximum shippingSurcharge as the Shipping Cost.
However, the Order is showing the sum total of -all- the shippingSurcharge for all of the items in the cart.
