Cannot Change ExternalBankAccount Primary Flag Using HDL (Doc ID 2360450.1)

We loaded with success " " file using HDL, but Primary Flag was not changed.

Primary Flag should be set as Y for the new Bank Account Number as provided in the DAT file.

The issue can be reproduced at will with the following steps:
1. Load DAT file for updating Bank Account Number
2. Check data in the UI
3. Old Account Number is still primary and New Account Number is non-primary
