Fusion Global HR: When Changing Marital Status the Approval Rule Fails with ORABPEL-30103 "Ruleset didnt return any results" (Doc ID 2360526.1)

Symptoms

The system has been configured so that when an employee changes their marital status it needs to be approved.  An approval rule has been created, but generates the following error:

Task Title Changed Personal Information for <EMPLOYEE NAME> Task Status Composite Name HcmPeopleProcessComposite Composite Instance Id <numerical instance id> Error Message FAULT_NAME=operationErroredFault::FAULT_TEXT=com.oracle.bpel.client.BPELFault: faultName: {{http://xmlns.oracle.com/bpel/workflow/taskService}operationErroredFault} messageType: {{http://xmlns.oracle.com/bpel/workflow/taskService}workflowErrorMessage} parts: {{ payload=<operationErroredFault xmlns="http://xmlns.oracle.com/bpel/workflow/taskService"><faultInfo>ORABPEL-30103 Ruleset didnt return any results. Ruleset PersonalInformationRules didnt return any results. Model the ruleset so that it returns a list builder
