Unable To Publish Changes To Searchable Field Rankings

Symptoms
When an admin users goes to Search -> Searchable Field Rankings -> <Field Name> and changes the ranking of the fields, or adds a new property to the fields, or changes the cross-field matching settings, and then saves they are shown the following message:
"Searchable Field Ranking '<Field Name>' has been saved successfully. Changes will take effect in Production upon the next publish"
However, if that admin then goes to the Publish tab of admin there is no publishable item created, and the changes made to the Searchable Field are not taking effect on the storefront.
Changes
