On : 11.13.17.09.0 version, Loyalty Promotions

ACTUAL BEHAVIOR
---------------
Promotion doesn't honor Start Date and End Date.

EXPECTED BEHAVIOR
-----------------------
Promotion should not get applied for the Transaction

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Promotion is applied to transactions even if the Transaction date falls outside the Start and End date window of the promotions.

Promotion Start Date: 12/21/17
Promotion End Date: 1/8/18
Transaction Date: 02/01/18

Promotion got applied to the Transaction
