Symptoms
On Inventory Management: 11.13.17.11.0
When attempting to import Inventory Balance Messages via FBDI, the following error occurs:

The value of the attribute Lot Number is not valid
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Populate the Inventory Balance Import Template
2. Generate CSV File
3. Load Interface File for Import
4. Run the Manage Inventory Balances Process
5. Error Occurs
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Impacting customers cannot successfully import on hand balances for new locators that do not previously exist.
