DDI: Some Candidates With A Previous Request Get An Expired Link Error In The Partner's System (Passport)

DDI passport assessment service.
Some candidates get an 'expired link' type of error in the DDI system. See Changes below for specific scenario.
Candidate originally had the assessment service requested but did not respond (did not click on the link in the Taleo invitation email). Later, the service is re-requested and the candidate clicks on the new invitation link, but then later in DDI gets the link expiration error message (from DDI).
