ACTUAL BEHAVIOR

User creation is failing using Manage Users UI. All roles are showing as suppressed.
EXPECTED BEHAVIOR

User creation shouldn't fail under manage users
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Navigate to Manage Users - >Create New User
3. User is not provisioned and roles are suppressed.
BUSINESS IMPACT
-----------------------
This issue is preventing customer from using environment as they cannot provision any users
