Unable to open Manage Items page after upgrade to R13

User has Product Manager role, but unable to access Manage Items page after upgrade to R13.

User able to open Manage Items page

The issue can be reproduced at will with the following steps:
1. Navigation: Product Management > Product Information Management > Task: Manage Items
2. Unable to open Manage Items page

The issue has the following business impact:
Due to this issue, users cannot determine the item On-hand and Available quantity. This can lead to building more of an item that already exists. This can also lead to promising the available to a customer and then not being able to ship the item.
