Global Transfer Life Event is not Triggering

Client setup Global Transfer Trigger with seeded configuration and attached to Global Transfer Life event. However, Global Transfer life is not triggering after performing the Global Transfer. We have attached the Screen Shot of setup, employee's Benefit Relationship and Person Benefits Diagnostic Test. We need to resolve this issue asap to complete our testing.
