Oracle Fusion Performance Management - Performance Document Link in approval notification is not available for approver (Doc ID 2361971.1)

When previous approver (second level line manager in case for using standard workflow) try to approve or reject through the BPM notification, The Performance Document Review Link in Approval Notification is grayed out and not available.

Following is specific data sample

Old Approver : XLM-2
Old Line Manager : XLM-1
New Approver : LM-2
New Line Manager : LM-1

Old Approver (XLM-2) was line manager of x-line manager (XLM-1). Worker was under hierarchy of XLM-2 and XLM-1. Now new in hierarchy, Worker is under hierarchy of LM-2 and LM-1.

Performance Evaluation by Old Line Manager (XLM-1) has been done and requested approval to Old Approver (XLM-2).
During the performance period, Manager was changed from Old Line Manager (XLM-1) to New Line Manager (LM-1).

Old Approver (XLM-2) try to approve but cannot click link of the performance document in the Approval Notification.


Steps to reproduce:

1. Sign in as Approver
2. Navigate to BPM Taskflow List from Bell Icon
3. Click Approval Notification of Performance Document
4. Performance Document Viewing Link is disabled.
